Permanent Secretary in the Ministry of Labour, Social Security and the Third Sector, Faye Prescod, has underscored Government’s commitment to strengthening inclusion and empowering persons with disabilities through targeted programmes and partnerships.

She was delivering the feature address at the launch of the Accessibility: Pathways to Independence Training Programme, at the Courtyard by Marriott, Hastings, Christ Church.

Mrs. Prescod highlighted the importance of collaboration between Government and civil society. “Programmes such as this demonstrate the tremendous value of collaboration between Government and civil society in improving lives and strengthening communities,” she noted.

She explained that the initiative forms part of a broader national strategy, stating that the Ministry is “guided by a clear vision to make Barbados the best place to work, contribute and retire and a mission grounded in promoting decent, productive and sustainable work for all Barbadians”.

Emphasising the role of civil society organisations, Mrs. Prescod said they operate closest to communities, respond directly to social challenges, and provide critical support where it is most needed.

The Permanent Secretary noted that the Accessibility programme aligns with efforts to promote empowerment and inclusion, adding that it “focuses on equipping persons with disabilities with practical skills, knowledge and training opportunities that enhance independence and enable fuller participation in economic and social life”.

She stressed that while progress has been made through legislation, more work is needed to translate policy into action. “Legislation alone is not sufficient. Real progress is achieved when policy is translated into action,” she stated.

Mrs. Prescod further highlighted that inclusion requires a shift in approach, noting that true inclusion is not only about opportunity, but also about removing barriers.

Reaffirming the Ministry’s commitment, she said it remains “firmly committed to promoting inclusiveness across all programmes; expanding opportunities for vulnerable and underrepresented groups; [and] supporting initiatives that empower individuals and strengthen communities”.

The Permanent Secretary also commended all partners involved, stating that their work represents more than programme delivery. “It represents progress, inclusion and the kind of partnership that is required to build a stronger Barbados,” she stressed.

She added that through continued collaboration, “we can continue building a Barbados where every citizen has the opportunity to participate fully, contribute meaningfully and live with dignity and independence”.
