Request For Expressions Of Interest Consultancy Services: Design And Execution Of Employers

The Government of Barbados has received financing from the Inter-American Development Bank towards the cost of the Skills for the Future Program, and intends to apply part of the proceeds for the following consultancy services: Design and execution of employers’ survey. The main objective of the consultancy is to develop and implement an employer survey that will provide information about the skill requirements and gaps as perceived by employers in four strategic sectors of the Barbadian economy. The execution of the employers’ surveys will contribute to the strengthening of the Barbados Labour Market Information System (BLMIS) and provide critical feedback to education and training providers, to ensure that training programmes are up-to-date, relevant and in keeping with the needs of employers in industry.

 

The consulting firm should possess the following personnel:

  1. Individual with post graduate level training in Economics, Statistics, or related discipline and not less than three (3) years’ experience in conducting labour market research and labour market surveys in particular; and
  1. Statistician/Data Analyst with expertise in survey methods and not less than five (5) years’ experience in conducting labour market research and labour market surveys in particular.

The Ministry of Education, Science, Technology and Innovation in collaboration with the Ministry of Labour, Social Security and Human Resource Development now invite firms to submit proposals along with a signed cover letter to the address below. Interested consulting firms must provide information indicating that they are qualified to perform the services. This information should include a brief on the business, including staffing, business structure, current markets and customer base and evidence of experience and capabilities. The Consulting Firm will be selected in accordance with the procedures set out in the Inter-American Development Bank: GN2350-9 - Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (March 2011 edition).

 

In assessment of submissions, consideration will be given to the following information which should be included: technical competence, qualifications and experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Interested firms may request further information or details on the scope of works at the first address/telephone number below during office hours 08:30 a.m. to 4:30 p.m.

 

The Original and two (2) hard copies of the Expression of Interest must be placed in the Tenders Box located at the second address below no later than 4:30 p.m., Wednesday, July 23, 2014. The sealed envelope containing the submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest –Design and execution of employers’ survey GOB/IDB Skills for the Future Program”.

 

Following the assessment of submissions, a shot-list of not less than three (3) and not more than six (6) applicants will be provided with full Terms of Reference, and invited to submit technical and financial proposals to undertake the assignment. The Government of Barbados reserves the right to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of the Expressions of Interest.
