- End hub and spoke. Implement grid system. Every highway becomes a major artery for buses. Transfer points are created all along the route and smaller buses and ZRs then ply communities off the highway. No one should have to walk miles to a bus stop, since there will be a ZR or minibus coming to the transfer point and bringing them closer to home.
- Legislate the business form for owning a minibus or ZR. Registration with CAIPO is mandatory along with written policy around pay, NIS, health and safety, maintenance etc. Eliminate the "give me 400 and the rest is yours mentality"
- Public service vehicle license has to be enhanced to include legal training, customer service training, first aid, basic maintenance.
- Create a company to build and manage terminals. Members of the public can invest in it. A terminal needs to be moved to Weymouth with lights to control the bus exit and entrance.
- Fairchild Street needs to be razed from the bridge to the BWA plant. A purpose build terminal with shops, a police and EMT station, with better gate system needs to be built. Integrate the river terminal and turn that riverfront space into an area with cafes and an open air stage for plays and live music concerts on the waterfront.
