We must first acknowledge that the uniqueness of a license plate is the only factor that is important especially as the world begins to express more data privacy concerns. Issuing vanity license plates for vehicles with a recurring annual registration fee which should cover "change costs" serves to address the needs of a population which is challenging to express its uniqueness and vanity. Even though expressing vanity might not be a good thing there really seems to be downside as it would provide a revenue increase, people don't have to do it so it cannot be classified as an overbearing tax and in the short term it should provide an economic stimulus within the license plate creation sector.
