I travelled to trinidad a few years ago and I travelled by dollar taxis. There were still goverment owned buses on other routes. I think that if we can infused such a system in Barbados let's say about 200 dollar taxis, it would provide employment and the economy can benefit because of the tax at the pump and increased insurance cost.  You may want to consider lowering the tax rate for these operators let's say from 40c a litre to about 25c a litre. It must be noted that many car owners are already doing this and doing it illegally. It is worth thinking about. Ofcourse it will have to be structured in such a way that routing and fares are worked out. Commuters will start at 1$ and could a pay a maximum of up to 3$ for a journey. A registration renewable every year and some system of monitoring the service provided  should be put in place.
