When accessing “free” services such as health care or education, users should be required to produce proof of payment of income tax.
This could be a physical card or provider could have access to a database and confirm eligibility via national identification card/number.
Persons with legitimate reasons for not contributing income tax could still be issued the card/flagged in the database.
Persons who are not paying income tax and have no legitimate reason for non-payment, would be required to pay for the services requested.
