this was posted on barbados today, it sounds workable and a win win for both sides

 this over drawn salaries is actually civil servants being over paid sometimes even getting double pay.
they need to pay it back, i would suggest docking their salaries of at least 8 percent of the outstanding amount so that it will be paid off in 12 months. that is not heartless or unreasonable. those who no longer work for government and do not want to pay it back over 12 months should face the court on charges of fraud because that is what it really is.

if this is done the outstanding amount will be halved in six months and cleared off in a year.

procedures must be reviewed and changed to ensure that this problem does not occur again or at least minimized.

remember we are looking at cases of fraud, so asking someone to tighten their belt by 8% of the debt they were over paid and spent on themselves is not harsh at all.
