A feasibility study commissioned be the then Prime Minister Owen Arthur to have a sewerage  treatment plant for the Belle region. There were also contemplating connecting the prison.

The study team comprised of all relevant stake holders from the respective department. Eg Chief Town Planner, Water Authority,, EPD,  public Health Sister for the area, Stan Tec. The report was submitted.

After the prison burnt there was no further word on the project.

Please look at that file. It was a one year study. The Public Health Sister for the area did a Community Profile for the entire area starting from Hotherdal Turning Round About , and included every thing on the left all through Station Hill all the way up to  Norman Niles Round About.

Between 1996 and 2005. At that time all residence were promised a solution to their water woes and pit toilets. The Hon. Trevor Prescod attended the initial meeting at the Prime Minister's Office.
