May I respectfully suggest that if you start an "Adopt a Highway Project" for the local streets. The highway may have it already if I remember correctly but the local streets could use it. This way the private sector can help keep Barbados clean. You may also want to look into starting a youth program that would keep the young kids occupied and out of trouble to clean up the vacant lots. You can charge the lot owners a small fee to offset the cost of supplies.

When people are contracted to de-bush the side of the road they should be instructed to pick up the litter as well as the bush. Quite often an area that is de-bushed looks worse after the fact, as the litter is left there, which is very unsightly.

Absolutely agree, the "unfinished" clean up is not only an eyesore but I have just recently seen all the clean up happened one day, the debris left behind and then it rained and all the water pushed that mess onto the drainage and blogged the drain. This kind of practice does not make any sense. It rather creates more work. I have seen the same with filling potholes with marl and left, the next rain flushed it all out. We waste time (manpower) and in that case material as well. A country that is bankrupt and can not afford to waste any more money should not operate like this.
