Start an annual competition to encourage district cleanliness. Houses in each district could win 2500 and in each parish 5000 and overall 15000. Stipulation is that you are the person doing the clean up and beautification yourself. Could have sub competitions such as the best kept chattel house the most creatively coloured corner shop etc. the best kitchen garden.
The work must be done by the owners themselves and not by persons they pay. As this would disadvantage persons who cannot afford to hire others.
This I believe would be helpful in the clean up campaign and give persons a reason to keep themselves and others around them accountable for the littering
