I would like to suggest the minimum amount of 12 cubic metres of water included in the minimum bill be reduced.
If this is reduced by half, to lets say 6 (12/2) cubic metres, thereby reducing the minimum charge of 35.20 to 17.60 (35.20/2) , consumers would have an incentive to reduce their current water usage, in an effort to reduce their overall water bill.
I have read in the press that water collected through rainfall is scarce, and desalination would be required to maintain water levels.
It has been reported that the cost of desalination is higher as it consumes more electricity. If this proposed initiative is successful in reducing the overall water usage, the more expensive process of desalination may not be required.
In my opinion this would be a win-win for the citizens, who would be in greater control of the amount charged per month, as well as the government as the country tries to conserve water, and to reduce the cost to supply water.
