It would be a good idea for the Fair Trading Commission, The Minister of Finance, The Minister of Economic Affairs,The Minister responsible for Energy, The Minister responsible for Consumer Affairs, The Minister responsible for Trade Industry and Commerce, The Minister responsible for Entrepreneurship, The Minister responsible for Innovation and the Barbados Renewable Energy Association to review the FCA, see how it is applied to Electricity bills, make adjustments and refunds where necessary.
Currently, the FCA (A mechanism approved by the FTC to adjust the price of electricity to reflect fluctuations in the cost of fuel, or purchase power to supply that electricity) is an addition to the "customer charge" on electricity bills of private non-commercial producers of electricity from renewable energy that does not require fuel or purchased-power for the production or supply.
Therefore, residential renewable energy producers selling excess to the Barbados Light and Power Company should not pay the FCA.
In order to uphold the tenets of fair trading, a review of the current arrangements seems in order and hopefully amendments and refunds will be forthcoming.
