I would suggest that they are some person that may be able to pay the $1.50 per day ($45.00/$46.50 monthly) as a lump sum either Quarterly, Semi-Annually or Annually providing that no VAT is charge on that sum. That way an incentive of 1% or 2% discount can be offered for lump sum payments.
A Credit can therefore be shown on your Water Bill on a monthly basis when lump sum payments are made. What this advance payment do is to allow our Government to take advantage of needed revenue that can fast track some of the programs required at the BWA and Sanitation.
