I come to you as s single parent about the $1.50 /day tax/levy imposed on the water bill. You have broken it down stating that its less than 40cents per person in a household if 4 persons. What about the single parent who live with 2+ children under 16yrs. I believe yes to the tax/levy, but not to the amount why not impose it as a percentage of your water bill making it fair across the board. This way a single parent who pays a average bill of say $40-$50. Pays a percentage og what is an average use in their household instead of stuggling to pay a bill which has doubled due to the newly imposed tax/levy.

I agree that this tax should be a percentage. As a percentage it will be fairer and also have the impact of encouraging people to reduce their water use which we need to do as a nation. A house or building with more people will use more water (normally) than one with one or two people and also produce more garbage....therefore on a percentage basis would incurr a larger tax fee than a single person.  While I think this is a clever way of charging the waste tax and I dont mind paying it to address the current waste collection problem......it dosent address recycling and therefore someone like myself who does loads of recycling and composting and produces minimal garbage is penalised at the same rate as soneone who does no recycling and produces lots of garbage. The ability to encourage water conservation also deals with our water scarcity.
