Change in interview and promotion process

Improve the morale of the government service, right now productivity is extremely low because of this interview process that is not being done fairly and causing long term persons acting in higher posts to be on egg shells all the time with the fear of being reverted - find a better system of promotion within the government service - I suggest a combination of seniority + qualifications - no interview for persons acting in the posts for 3 years or more

The 2007 Public Service Act said persons without qualifications should not be acting .... however, there are a cadre of experienced workers who have done the job well and better than those with the qualifications.  The Heads of Department and the PAD have consistently approved their acting, soooo I think there is a legitimate expectation there ... In many departments, these persons have provided yeoman service, only to be told that they are not eligible ... is this our Barbados???  Come on, set it right, permanently appoint those working for more than 3 years without the interview process and seriously look at succession planning, which I think was the issue at the first iteration - In may cases, there were no "qualified persons" to even consider.

These persons are in tourmoil - banks and other institutions will not honour their acting position and it becomes a nightmare ....
