Operations of Statutory Boards

There are two (2) issues in this respect I would like to highlight.  Firstly, the State Owned Enterprises (SOEs) are divided into two categories old boards and new boards, whether officially or unofficially is undetermined but evident with their operations.  The old boards operate similar to government departments, while the new boards operate with a new set of guidelines and structure.  These differences are also seen on an individual level where there are inconsistencies in approaches to similar situations.  Secondly, the top post (CEO, Administrative Manager, General Manager, etc.) within SOEs should not be permanent positions as is currently the case. 

Recommendations:

It is recommended for all SOE to have a uniformed approach to operations.  It would not be wise for the ‘new boards’ to revert to the operating standards of the ‘old boards’ but having an even playing field using the new standard should be established.

The Head of SOE posts should be contracted for a 2-5years period and renewal based on performance.
